What is Operation Greens (TOP)?
Operation Greens (TOP — Tomato, Onion, Potato) is a Government of India scheme launched November 2018 to stabilise prices of perishable vegetables and protect farmers from distress sales. Two main components: (1) Price stabilisation of TOP crops with Government intervention during oversupply/scarcity; (2) 50% subsidy on transportation and storage costs to FPOs, cooperatives, processors, exporters. Extended to all fruits & vegetables (TOP to TOTAL) in 2020-21. Implemented by Ministry of Food Processing Industries (MoFPI). Outlay: ₹500 crore.

Two Major Components
1. Short-Term Interventions
The short-term component focuses mainly on preventing distress sale by growers and reducing post-harvest losses.
For TOP crops, assistance includes:
- 50% subsidy on transportation
- 50% subsidy on hiring appropriate storage facilities
The short-term intervention was later expanded under the TOP-to-TOTAL approach to cover fruits and vegetables beyond the original three crops. Since 2023-24, the short-term intervention has been transferred to the Department of Agriculture & Farmers Welfare (DA&FW).
2. Long-Term Interventions
Long-term intervention focuses on developing an integrated value chain, including:
- Formation and strengthening of FPOs
- Farm-gate and primary processing infrastructure
- Post-harvest processing
- Cold storage and other storage facilities
- Agri-logistics
- Marketing infrastructure
- Food processing and value addition
- Better connection between production clusters and markets
The current MoFPI information provides assistance for eligible long-term projects, with the exact grant depending on the project and applicable scheme guidelines.
Objectives of Operation Greens
The major objectives are:
- Increase farmers' value realisation by connecting production clusters and FPOs with markets.
- Reduce post-harvest losses through storage, logistics and farm-gate infrastructure.
- Stabilise prices of Tomato, Onion and Potato for both farmers and consumers.
- Promote food processing and value addition.
- Develop stronger production-to-market linkages.
- Encourage better agri-logistics and storage infrastructure
Who is Eligible for Operation Greens (TOP)?
- Farmer Producer Organisations (FPOs), Farmer Producer Companies (FPCs)
- Cooperatives, Self Help Groups (SHGs)
- Food processors, exporters, retailers
- Individual farmers via FPO membership
- Operating in TOP-producing clusters identified by MoFPI
How to Apply for Operation Greens (TOP) Online?
- Individual farmers join or register with an FPO, FPC, cooperative, or SHG active in a MoFPI-notified TOP cluster.
- The FPO/FPC/cooperative/processor prepares a transport-storage project plan and gathers registration documents.
- Proposal for the 50% transport/storage subsidy is submitted to MoFPI via mofpi.gov.in.
- Provide Aadhaar-linked bank account details, and land records for individual farmers routed through the FPO.
- MoFPI or the state nodal agency appraises the project plan and sanctions the subsidy component.
- Subsidy is reimbursed to the FPO/FPC/cooperative/processor/exporter after transport or storage expenditure is incurred.
- Price stabilisation intervention (oversupply/scarcity buying) happens automatically through Government action — no separate application needed for that part.
