E-Urvarak – Detailed Information
e-Urvarak is a Government of India digital fertilizer monitoring and management platform developed by the National Informatics Centre (NIC) for the Department of Fertilizers, Ministry of Chemicals & Fertilizers. Its main purpose is to provide end-to-end visibility of fertilizer supply, availability, movement, retail sales and subsidy processing
What is e-Urvarak?
e-Urvarak is a digital platform that helps the government monitor fertilizers from the point of production/import to the final sale to farmers.
In simple terms:
Manufacturer / Importer → State → District → Wholesaler → Retailer → Farmer
The system digitally tracks this chain and provides information about fertilizer stocks, movement and sales.
The official platform is:
e-Urvarak / Department of Fertilizers Dashboard
3. How e-Urvarak Works
The basic process is:
1. Fertilizer requirement assessment
↓
2. Government supply planning
↓
3. Fertilizer production/import
↓
4. Movement to states/districts
↓
5. Wholesaler / retailer
↓
6. PoS-based sale to farmer
↓
7. Digital transaction recorded
↓
8. DBT subsidy claim generated
↓
9. Subsidy payment processed
The official e-Urvarak supply-chain model includes fertilizer production/import, movement, freight subsidy processing, ePoS retail sales and DBT claim/payment processing.
4. Fertilizer Supply Chain Under e-Urvarak
Manufacturer / Importer
Fertilizer is produced domestically or imported.
State Government
States communicate their seasonal fertilizer requirements.
Department of Fertilizers
The Department prepares monthly supply plans based on projected requirements.
District
Fertilizer is allocated and moved toward districts based on requirements.
Wholesaler
Fertilizer moves through authorized wholesale channels.
Retailer
Fertilizer reaches authorized retail outlets.
Farmer
The farmer purchases fertilizer through the PoS system, creating a digital sales record.
e-Urvarak Dashboard
The dashboard provides information useful to government authorities and other stakeholders.
It includes reports such as:
Stock Availability
Information about fertilizer stocks at:
- Ports
- Plants
- States
- Districts
Today's Stock
Current stock-position information.
Top 20 Buyers
Identifies the top fertilizer buyers at state and district levels.
Frequent Buyers
Helps authorities identify buyers with repeated purchases.
Retailers Not Using PoS
The dashboard can identify retailers that are not selling fertilizer through the required PoS system.
Product-wise Information
Stock can be monitored by fertilizer/product and period.
Why Top Buyers Are Monitored
Monitoring the Top 20 Buyers helps authorities identify unusual fertilizer purchasing patterns.
For example, if one buyer is purchasing unusually large quantities, authorities can verify whether the fertilizer was:
- Purchased for genuine farming requirements
- Purchased on behalf of multiple farmers
- Being hoarded
- Being diverted
- Being used for unauthorized purposes
Fertilizer Availability Monitoring
One of the biggest advantages of e-Urvarak is that it gives government agencies visibility into fertilizer availability.
The dashboard can monitor fertilizer at different points:
Port → Plant → State → District → Retailer
This helps authorities identify where fertilizer is available and where additional supplies may be required.
e-Urvarak and Soil Health
The fertilizer PoS system has also been designed to support Soil Health Card-based recommendations.
The PoS 3.0 system provides for area-specific and crop-specific fertilizer recommendations based on Soil Health Card information, supporting more balanced fertilizer use.
This means the broader digital ecosystem can help promote:
Soil Testing → Soil Health Card → Crop Requirement → Appropriate Fertilizer Use
Benefits to Farmers
🌱 Better fertilizer availability
Government can monitor stocks and supply.
📱 Digital information
Fertilizer availability information can be made available digitally.
🧾 Digital transaction records
Purchases are recorded electronically.
🔍 Greater transparency
Fertilizer movement and sales become easier to monitor.
🚫 Reduced diversion
Digital tracking helps identify suspicious supply and purchasing patterns.
⚖️ Better fertilizer management
Soil Health Card recommendations can support more balanced fertilizer application.
The government has used district-level top-buyer information as part of efforts to prevent hoarding, black marketing and diversion.
